While in Italy the Legislative Decree 81/08 on health and safety at work outlines general lighting requirements for all workplaces, including offices, the most comprehensive framework in the European Union is the UNI EN 12464-1 standard.
This standard defines the technical criteria of lighting design for each area of the workplace, with specific requirements regarding average illuminance, luminance distribution, color rendering, and more.
The UNI EN 12464-1 standard therefore provides detailed guidance for the design of lighting systems. For office environments, it defines specific average lighting levels that must not be lower than:
- 200 lux for archives
- 300 lux for reception areas and spaces used for storage and copying
- 500 lux for tasks such as writing, typing, reading, data processing, CAD workstations, conference and meeting rooms
- 750 lux for areas where technical drawing is performed.
Here are the characteristics that lighting must provide in an office setting:
- Visual comfort – The primary function of lighting is to ensure employees can carry out their tasks in optimal visual conditions. This requires lighting to be carefully designed based on the specific functions of each area, especially in operational zones.
- Employee well-being – Closely related to visual comfort, employee well-being is significantly impacted by lighting. Numerous studies have shown that proper lighting enhances cognitive performance and problem-solving abilities, while also positively influencing mood and interpersonal relations.
- Efficiency – A well-designed lighting system that optimizes light distribution, maximizes natural light, and incorporates state-of-the-art, high-performance devices can significantly improve energy efficiency and reduce waste.
- Energy and cost savings – Lighting accounts for approximately 33% of office energy consumption. By adopting cutting-edge lighting systems, companies can achieve significant reductions in both energy consumption and operational costs. For example, the use of LED devices can cut energy use by up to 75%. These savings can be further enhanced through the use of automated systems, such as sensors that switch off lights in unoccupied areas.
- Glare Control – The Unified Glare Rating (UGR) measures glare in a space. Keeping UGR low is crucial in environments where people spend extended periods in front of screens. Controlling glare helps reduce eye strain and supports long-term productivity in computer-based tasks.
- The right color temperature for each space – Lights between 3,000K and 4,000K (Kelvin) are ideal for operational areas, as they mimic daylight and help improve focus and alertness. Warmer lights (between 2,700K and 3,000K) are more suited to break areas, where a welcoming, relaxing atmosphere is preferred.

LED systems not only help companies reduce their environmental footprint, but also respond effectively to employees’ visual needs by minimizing glare and flickering. This helps prevent eye strain and visual fatigue, especially during screen-based work.
Recessed and ceiling mounted LED luminaires are currently the most common LED lighting solutions for offices, as they ensure compliance with regulations and provide excellent visual comfort. However, LEDs can also be used for task lighting, meaning focused light directed at specific work areas, as well as for decorative purposes.
